Victor Boyer brings thirty years senior level experience in chamber of commerce, economic development, and government relations work to SAMCo. He presently serves as Vice Chair for Legislative Relations on the Board of Directors for the Transportation Advocates of Texas, Inc. (TAoT) a statewide transportation funding advocacy group.
Prior to the start of his tenure with SAMCo in 2004, Vic organized and managed the San Antonio, Inc. economic development partnership consisting of more than 70 public and private sector entities working on common economic strategies for San Antonio’s future. Vic has also served as either the executive director or as a government relations liaison for the Greater Dallas (TX), Brownsville (TX), Ann Arbor (MI), Mount Pleasant (MI), Tawas City/East Tawas (MI), and Janesville (WI) chambers of commerce – with primary focus on transportation, infrastructure, and economic development issues. Vic holds an MBA from the University of North Texas in Public Administration, and a BA from Midwestern State University in Political Science and Economics.
Leslie Harlan joined SAMCo in October 2009. She graduated from Texas Christian University with a BBA in Marketing with an emphasis on International Business including Semester and Summer abroad programs in Austria and Germany. Her administrative and customer service experience range from project management for an international advertising agency, custom home-building warranty management, and work as an executive assistant in a civil engineering firm.
Leslie presently serves as Immediate President of the Board of Directors for Women’s Transportation Seminar-San Antonio Region (WTS-SAR), has participated on the Board since 2010, and was honored as WTS-SAR Member of the Year in 2013. She also served on the San Antonio Union Pacific Community Advisory Panel from 2010-2012.
