| The
SAMCo Executive Committee is an 18 member body with 9 slots reserved
each for public and private sector representatives. For the private
sector members, a Nominations Committee forwards a slate of names
to the Board of Directors for nomination to the Executive Committee.
Public members of the Executive Committee are named by the presiding
officer of the appointing local government body, i.e. the City Council,
Commissioners Court, and VIA. The Executive Committee elects its
own officers. Members serve two year terms. For additional details,

SAMCo
Chairman, Terrell McCombs
Terrell
has worked around the automobile business since middle school,
first as part-time summer work and then as a career, starting
in 1979 selling new Fords in Corpus Christi, Texas. Later he
worked directly for Ford Motor Company in Phoenix, Arizona and
also for Chrysler Corporation in Detroit, Michigan and Memphis,
Tennessee. He has worked for McCombs Enterprises since 1988,
handling a variety of sales and finance management positions.
He is currently a senior vice-president, overseeing all purchasing
and procurement contracts for the company.
Terrell graduated
with honors from the University of Houston in 1978, where he
attended on an athletic scholarship in track and field. He earned
a Masters of Business Administration degree from The George Washington
University in 1984.
Terrell has
served as Chairman of the Board of the North San Antonio Chamber
of Commerce, Chairman of the Joint City-County Bond Oversight
Commission, serves on the Executive Committee of the San Antonio
Sports Foundation, and is a board member of the University Health
System Foundation. Terrell has also served as a past president
of Lead SA, an organization fostering greater business leadership
in San Antonio. He is the former Chair of several local United
Way agencies and has served as Chairman of the Bexar County Chapter
of Ducks Unlimited as well. Most recently, he was selected by
Governor Rick Perry to serve a six year term on the Texas Criminal
Justice Commission, overseeing the Texas prison and parole system,
the second largest in the nation.
He has been married to Dr. Cindy McCombs for 14 years and they enjoy wing shooting,
fly fishing, and other sporting pursuits in their free time.

Vice Chairman & Treasurer, Jim Reed
Jim Reed has been the President of the San Antonio Medical Foundation
since 1999. Prior to this position, Mr. Reed was the District Executive
Director
of the American Heart Association and the Division Manager of Southwestern
Bell Telephone. Mr. Reed earned his Bachelor of Arts Degree (Cum Laude)
from Westminster College in Fulton, Missouri and also attended the University
of Illinois, Bell Advanced Management Program. Currently, Mr. Reed serves
on the Board of Directors for Government Personnel Mutual Life Insurance
Company, Texas Alliance of Recreational Organizations, and the United
Way of San Antonio & Bexar County. He also serves on University of Texas
at San Antonio’s Development Board of Directors, Director and Planning
Committee Chair for the Alamo Regional Mobility Authority, and Vice Chairman
for the Healthcare and Biosciences Development Corporation. Mr. Reed’s
past activities include Chairman of the Board of the Greater San Antonio
Chamber of Commerce, Tri-Chair of the National Conference of Christians
and Jews, Chairman of the Rotary Club of San Antonio-President and Youth
Education Foundation, Chairman of the Salvation Army Advisory Board, Chairman
of the Target ‘90/Goals for San Antonio, served three (3) terms
as President of the Oak Hills Country Club, President of the Texas Club
Association
and Texas Alliance of Recreational Organizations, and General Chairman
of the 2001 U.S. Junior Amateur Golf Championship. He and his wife have
two adult children, Philip and Holly.

Secretary, Michael Villyard
Michael Villyard was appointed as the County’s Citizen’s
Representative by Bexar County Judge Nelson Wolff. Prior to
this current service, Mr. Villyard
held a position as General Manager of the Army and Air Force Exchange Service.
Mr. Villyard is also involved in various groups within the community. |

Stephen Bonnette, Vice President
Pape-Dawson Engineers, Inc.
Steve Bonnette is a Senior Vice President with Pape-Dawson Engineers, Inc., in charge of transportation planning and design services. He is presently serving as a member of the San Antonio-Bexar County MPO Transportation Policy Board, the San Antonio Sports Foundation Board of Directors, the Bexar County Watershed Improvement Advisory Committee, and the I-35 Corridor Citizens Advisory Committee. He previously served on the board of directors of the North San Antonio Chamber of Commerce and Texas Council of Engineering Companies. Previous to his move to San Antonio, Mr. Bonnette served on the Plano City Council, Plano and North Dallas Chamber Boards, and numerous City and County Capital Improvement planning committees. Mr. Bonnette is a graduate of Louisiana State University and is a registered professional engineer in 4 states.

designation (PMP). Currently, Councilman Clamp is the owner/broker
of Landmark Realty and Landmark Capital.

Hicks, Vice

HOLT CAT
Howard Hicks joined HOLT CAT in 1976 and has served as Vice
President of Marketing since 1993. Prior to that he served
as Manager of Agribusiness and Natural Resources
for the Greater San Antonio Chamber of Commerce. Mr. Hicks is active on several
committees of the Greater San Antonio and Greater Dallas Chambers
of
Commerce and has served in various capacities for over 25 years in his church,
Believers Fellowship.
Mr.
Hicks earned a B.S., with honors, and a Master of Agriculture Degree at Texas
A&M
University. He served as a 1Lt. in the U.S. Army Quartermaster Corps after
college. He grew up in Bandera and lives with his wife of 37 years, Helen,
in San Antonio.
They have three grown children and three grandchildren.

D. McNeil currently serving her second term in office as a City

has served her community for over 17 years.
After completing a successful re-election to City Council District
2 under her belt, her responsibility has been expanded through
the appointment as chair of the San Antonio-Bexar County Regional
Metropolitan Planning Organization, the City Council Infrastructure
and Growth Committee and the Inner-City Tax Increment Refinance

Henry R. Muñoz, III, Chair
VIA Board of Trustees
Henry R. Muñoz III is the President and CEO of Kell Muñoz Architects, Inc., the largest and oldest minority-owned architectural practice in Texas. Mr. Muñoz is also a principal in various real estate development projects. He is the Founding Chairman of The Alameda, National Center for Latino Arts and Culture, the first formal affiliate of the Smithsonian Institution. He currently serves as Chairman Emeritus of The Smithsonian National Latino Board.
Mr. Muñoz is an award-winning designer. Under his direction, Kell Muñoz Architects has been engaged in the research, development and exploration of an architecture that expresses the cultural experiences of Latinos in the United States. He was recently named in Hispanic Business Magazine’s 100 Most Influential Hispanics.
As a public servant, Mr. Muñoz was the first minority Transportation Commissioner in the history of the State of Texas and served as a member of the Texas Turnpike Authority, the Texas High Speed Rail Authority and as Texas’ representative to the Bi-National Bridge and Border Crossing Commission. He has served on the Alamo Regional Mobility Authority. An active civic leader, he is currently a member of the Kennedy Center’s National Committee for the Performing Arts, the Loyola University Board of Trustees, and The Board of Governor’s of the Plaza Club. He is an Advisory Trustee of the San Antonio Museum of Art. In December 2008, he was elected by the VIA Metropolitan Transit Board of Trustees to serve as the Board’s Chairman.

Derek
Naiser, Vice President
LNV Engineering, Inc.
Mr. Naiser
is the Vice President responsible for the Transportation Division
and San Antonio Office for LNV Engineering.
He graduated from Texas A & M University in 1989 with a BS
in Civil Engineering and worked with TxDOT for over 10 years before
joining the private sector. Mr. Naiser is one of the three Principals
who originated and formed LNV Engineering in 2000. He has played
an integral role in the growth of the company from seven employees
to over seventy with three offices, San Antonio, Austin and Corpus
Christi. Mr. Naiser’s civic involvement includes supporting
and promoting the areas needs for transportation infrastructure
and has over 18 years experience dealing with Transportation related
projects and issues. Outside of work, Derek enjoys hunting, fishing,
golf and other outdoor activities. He is married to Susan Naiser
and has 3 children, Katie, Cassie and Clay.

Richard
Perez, President & CEO
The
Greater San Antonio Chamber of Commerce
Richard Perez, the President and CEO of The Greater San Antonio
Chamber of Commerce, is the 18th President to lead the 2,000
member organization in its 113-year history.
Perez, a native of
San Antonio, has been with the Chamber since November, 2007.
He brings experience as an owner/manager of a
family-owned business to his position. He is also recognized
as the former two-time San Antonio City Councilman for District
4, from 2004 - 2007. While on the Council, he served as chairman
of the San Antonio Military Transformation Task Force – which
continues to help facilitate and implement post-BRAC plans.
Perez also brings
regional and national service to his position at The Chamber.
He was appointed the Special Assistant to the
Deputy Secretary of the U.S. Department of Housing and Urban
Development by the Clinton Administration from March 1998 –January
2001. Prior to that Perez served as Assistant to the City Manager
for the City of Laredo.
Perez received a bachelor’s degree with a major in urban
and regional planning from Texas State University and a master’s
degree in public administration from the University of Kansas.
Perez is married to Judy Lynn (Patterson) and they are the parents
of three children: Clarissa, Elissa and Ricardo Antonio. He has
deep roots in San Antonio and has lived on the south side of
town for 38 years.

Marisol Robles, Mayor Appointee
City of San Antonio
Marisol V. Robles joined the San Antonio Hispanic Chamber of Commerce as the Vice President of External Affairs on November 13, 2008. Marisol received a Liberal Arts degree from the University of Texas at Austin, and has subsequently worked for Texas State Senator Mario Gallegos (D-6, Houston); former Councilmember Chip Haass; former Councilmember and current President & CEO of the Greater Chamber, Richard Perez; and Mayor Phil Hardberger. Robles was Perez’s key transportation staff member when he served as chair of the Metropolitan Planning Organization. Robles continued her work in transportation when she joined the Mayor’s office, attending MPO meetings, serving as the Mayor Hardberger’s staff liaison to SAMCO, and helping to staff the Transportation Task Force in its formative months. In addition to SAMCO, Robles also serves as a board member for VISION San Antonio and Corazon Ministries.

Louis Rowe, Mayor Appointee

Louis Rowe received a Bachelor of Science in Electrical Engineering from
The University of Texas in 1971. He has been a Registered Professional
Engineer in Texas (40379) since 1976. He began working with Goetting &
Associates, a full service Mechanical, Electrical and Plumbing (MEP)
Consulting Engineering Firm in 1974 and became President of the firm in 1991.
Louis is responsible for the overall corporate direction of the company, as well
as for business development and the company’s Total Quality Management
(TQM) system.
Louis serves as a member on numerous boards and committees as well as
serving as Past or Current Chairman and/or President of many professional and charitable organizations.
Councilman Rowe is married to Brenda Kelly Rowe and has one step-son Michael Kelly. His hobbies include golfing, skiing, scuba diving and playing tennis.

Anne
Whittington, Executive Director
San Antonio Council of Engineering Companies
Anne
Whittington is the Executive Director for the San Antonio Council
of Engineering Companies where she has worked with area consulting
engineers on industry-related issues with local governments
and public agencies since 2004.
Prior to joining SACEC, Anne was a Marketing/PR consultant since
1986 working primarily with political candidates, advocacy issues
and special elections. She has held various positions in state,
county and local campaigns as manager, media consultant, fundraiser
and general consultant. She continues to consult on various political
and advocacy issues.
Additionally, Anne served as Development Director for a non-profit
agency, fundraiser for special projects for a public agency,
and served as new business development consultant for a state-of-the-art
alzheimer care and research facility affiliated w/UTHSCSA. She
also wrote a weekly tennis column for the San Antonio Express-News
for 12 years.
In addition to serving on the SAMCO Executive Committee, Anne
has served on various boards, is a member of the North San Antonio
Chamber of Commerce, and has served in leadership positions in
political groups.
Anne Attended college in Europe for 2 years then received her
B.A, Government Major., 1978, University of Texas at Austin.
She graduated from the Overseas High School of Rome, Italy.
She is married to Greg Stieben. |

Nelson
Wolff, County Judge
Bexar County
Nelson Wolff was appointed Bexar County Judge in 2001 and was elected
to that office by the voters of Bexar County in November 2002. With his
colleagues
on the Commissioners Court and the City, he has worked to promote greater
economic development in Bexar County, including the successful efforts
to lure Toyota Motor Manufacturing and the PGA Village to locate here.
Nelson Wolff served in the State House of Representatives and the Texas
Senate from 1970 to 1974. In 1987, Wolff was elected to the San Antonio
City Council, and after two terms was twice elected Mayor, 1991-1995.
Nelson Wolff holds a Bachelor’s of Business Administration from St. Mary’s
University and a Doctorate of Jurisprudence from St. Mary’s University
School of Law. Wolff currently serves as Chairman of the International
Bank of Commerce, Chairman of the Metropolitan Partnership for Energy (MPE),
Co-Chair of the San Antonio Technology Accelerator Initiative (SATAI) Board
of Trustees, Board of Directors of Columbia Industries, Board of Directors
of the San Antonio Hispanic Chamber of Commerce, Board of Trustees of the
San Antonio Medical Foundation, and Board of Trustees of Southwest Research
Institute, San Antonio. Wolff’s past activities include Chairman
of the Greater San Antonio Chamber of Commerce Board of Directors, Chairman
of City Public Service Board of Trustees, Chairman of Free Trade Alliance
Board of Directors, and St. Mary’s University Board of Directors.
