The SAMCo Executive Committee is a 21 voting member body with 10 slots reserved for public sector representatives and 9 slots for private sector representatives. For the private sector members, a Nominations Committee forwards a slate of names to the Board of Directors for nomination to the Executive Committee. Public members of the Executive Committee are named by the presiding officer of the appointing local government body, i.e. the City Council, Commissioners Court, MPO Policy Board, Alamo RMA, and VIA. The Board of Directors elects the SAMCo officers. Members serve two year terms. For additional details, refer to Bylaws section.

Louis Rowe received a Bachelor of Science in Electrical Engineering from The University of Texas in 1971.  He has been a Registered Professional Engineer in Texas (40379) since 1976.  He began working with Goetting & Associates, a full service Mechanical, Electrical and Plumbing (MEP) Consulting Engineering Firm in 1974 and became President of the firm in 1991. Louis is responsible for the overall corporate direction of the company, as well as for business development and the company’s Total Quality Management (TQM) system.           

Louis serves as a member on numerous boards and committees as well as serving as Past or Current Chairman and/or President of many professional and charitable organizations. He served as Councilman for District 9 from Jan 2008-May 2009.

Councilman Rowe is married to Brenda Kelly Rowe and has one step-son Michael Kelly.  His hobbies include golfing, skiing, scuba diving and playing tennis.

In 1983, Mr. Durden founded Civil Engineering Consultants, a firm that endeavors to provide high quality professional services to public and private sector clients throughout Texas. CEC serves four market sectors - Development, Public Works, Surveying and Transportation. CEC employs 75 people in two offices (San Antonio and Laredo) and they work throughout the State of Texas. Don has more than thirty-three years of experience in infrastrucutre planning, design and construction.

Don is a Past State Chairman of the Texas Council of Engineering Companies. He has also served on a number of Greater and North San Antonio Chamber committees dealing with street maintenance, bond issues, and water supply. In 1996, he represented the North San Antonio Chamber on the Mayor's Water Policy Committee and helped develop recommendations for alternative water resources for San Antonio. In 2007, he was appointed by Gov. Perry as the public member of the Bexar Metropolitan Water District Oversight Committee.

Mr. Durden is active in other areas of his coummunity serving as Trustee with the Comfort ISD and is an active member of his church.

He and his wife, Susan, have been married for 36 years and have two children: Jesse, who received an MBA from Texas A&M in 2007, and Dakota, who received a BS in Construction Science from Texas A&M in 2008.

Howard Hicks joined HOLT CAT in 1976 and has served as Vice President of Marketing since 1993. Prior to that he served as Manager of Agribusiness and Natural Resources for the Greater San Antonio Chamber of Commerce. Mr. Hicks is active on several committees of the Greater San Antonio and Greater Dallas Chambers of Commerce and has served in various capacities for over 25 years in his church, Believers Fellowship.

Mr. Hicks earned a B.S., with honors, and a Master of Agriculture Degree at Texas A&M University. He served as a 1Lt. in the U.S. Army Quartermaster Corps after college. He grew up in Bandera and lives with his wife of 40 years, Helen, in San Antonio. They have three grown children and four grandchildren.

She has focused her practice on complex litigation, employment litigation, consumer litigation and products liability litigation. In addition, she has represented companies in administrative proceedings and government audits and has conducted or been involved with numerous internal investigations. Kelli also focuses on advising clients in litigation avoidance, regulatory compliance and general risk management strategies, policies and procedures. Kelli earned a Bachelor of Arts from University of the Incarnate Word in 1993 and a Doctor of Jurisprudence from the University of Texas School of Law in 1996. She is a member of Leadership San Antonio Class XXXV.

President & CEO, The Greater San Antonio Chamber of Commerce

Richard Perez, the President and CEO of The Greater San Antonio Chamber of Commerce, is the 18th President to lead the 2,000 member organization in its 114-year history.

Perez, a native of San Antonio, has been with the Chamber since November, 2007. He brings experience as an owner/manager of a family-owned business to his position. He is also recognized as the former two-time San Antonio City Councilman for District 4, from 2004 - 2007. While on the Council, he served as chairman of the San Antonio Military Transformation Task Force – which continues to help facilitate and implement post-BRAC plans.

Perez also brings regional and national service to his position at The Chamber. He was appointed the Special Assistant to the Deputy Secretary of the U.S. Department of Housing and Urban Development by the Clinton Administration from March 1998 through January 2001. Prior to that Perez served as Assistant to the City Manager for the City of Laredo.

Perez received a bachelor’s degree with a major in urban and regional planning from Texas State University and a master’s degree in public administration from the University of Kansas. Perez is married to Judy Lynn (Patterson) and they are the parents of three children: Clarissa, Elissa and Ricardo Antonio. He has deep roots in San Antonio and has lived on the south side of town for 39 years.

Jim Reed has been the President of the San Antonio Medical Foundation since 1999. Prior to this position, Mr. Reed was the District Executive Director of the American Heart Association and the Division Manager of Southwestern Bell Telephone. Mr. Reed earned his Bachelor of Arts Degree (Cum Laude) from Westminster College in Fulton, Missouri and also attended the University of Illinois, Bell Advanced Management Program. Currently, Mr. Reed serves on the Board of Directors for Government Personnel Mutual Life Insurance Company, Texas Alliance of Recreational Organizations, and the United Way of San Antonio & Bexar County. He also serves on University of Texas at San Antonio’s Development Board of Directors, Director and Planning Committee Chair for the Alamo Regional Mobility Authority, and Vice Chairman for the Healthcare and Biosciences Development Corporation. Mr. Reed’s past activities include Chairman of the Board of the Greater San Antonio Chamber of Commerce, Tri-Chair of the National Conference of Christians and Jews, Chairman of the Rotary Club of San Antonio-President and Youth Education Foundation, Chairman of the Salvation Army Advisory Board, Chairman of the Target ‘90/Goals for San Antonio, served three (3) terms as President of the Oak Hills Country Club, President of the Texas Club Association and Texas Alliance of Recreational Organizations, and General Chairman of the 2001 U.S. Junior Amateur Golf Championship. Tommy Adkisson

Chairman - SA/Bexar County Metropolitan Planning Organization

Tommy Adkisson was born and raised in San Antonio.  His upbringing instilled in him the values that guide him to this day as an elected official and community leader.  Tommy graduated from St. Gerard High School in 1967 and continued on to the University of Texas at Austin where he received his BBA in Finance.  From there he went to work with the District Attorney’s Office as an Investigator.  He then went on to South Texas College of Law, earning his JD in 1978.  As an attorney, Tommy Adkisson is Board Certified in Family Law.

Tommy began his life in elected office by becoming a State Representative of District 57-D in 1981, and then State Representative for District 119 in 1985.  During his tenure in Austin, he was named one of the “Top Ten” Legislators by the Family Law Section of the State Bar of Texas.  He was elected as County Commissioner of Precinct 4 in 1998, and was re-elected in 2002 and 2006.

He has served as Chairman of the Alamo Area Council of Governments. He is a Charter member and former Chairman of the South San Antonio Chamber of Commerce. He is currently the Chairman of the Metropolitan Planning Organization; former President of the San Antonio Family Lawyers Association; Chairman of the Bexar County Bail Bond Board; Chair of the Metropolitan Partnership for Energy; Founder and President of the Highland Hills Neighborhood Association and Chair of the Commissioners Court Jail Population Committee.

As a County Commissioner in Bexar County, Commissioner Adkisson focuses on transactional leadership necessary to deliver excellence services from his office.  Equally, he is dedicated to providing leadership on transformational issues including energy, healthcare, jail population, transportation and resource recovery. He has achieved much in each of these categories, pushing such initiatives as saving the County $1.5 million annually through energy conservation and installation of renewables, working to reduce the jail population through efficiency and accountability culminating in an approximate savings of $7.5 to $10 million annually, helping to usher in revitalization of San Antonio’s east side by promoting economic growth and funding, raising the Small, Minority, and Women-Owned Business initiative out of dormancy to provide fair and equal opportunities for all Bexar County citizens, and is working ceaselessly to promote alternatives in transportation, such as mass transit and commuter rails, in an effort to curb our dependency on foreign oil and usher in new, better, sustainable energy sources, to name a few.

 

 

 

Stephen Bonnette

Steve Bonnette is a Senior Vice President with Pape-Dawson Engineers, Inc., in charge of transportation planning and design services. He is presently serving as a member of the San Antonio-Bexar County MPO Transportation Policy Board, the San Antonio Sports Foundation Board of Directors, the Bexar County Watershed Improvement Advisory Committee, and the I-35 Corridor Citizens Advisory Committee.  He previously served on the board of directors of the North San Antonio Chamber of Commerce and Texas Council of Engineering Companies. Previous to his move to San Antonio, Mr. Bonnette served on the Plano City Council, Plano and North Dallas Chamber Boards, and numerous City and County Capital Improvement planning committees. Mr. Bonnette is a graduate of Louisiana State University and is a registered professional engineer in 4 states.

He received a MBA in Finance and Marketing from the University of Texas and BS-Chemical Engineering degree from Texas A&M University. He currently serves as Director of Nutraceutical International, Pinion Software Inc., and Reasoning Mind. Mr. Camarillo is the Executive Vice President for Poznecki-Camarillo, Inc.(PCI), one of the largest Hispanic owned Engineering/Surveying firms in South Texas, co-founded by his father Adalberto (Beto) Camarillo and Andrew Poznecki in 1981.  He has been in the civil engineering business since 1995 after graduation from Texas A&M University.  He and his wife Lena Camarillo, an environmental planner for PCI, share their lives with their children Claudia and Javier.

A second-generation employee with three decades of experience, John began his career as a laborer in 1979 with Sundt Construction and has worked his way up to his current position of Senior Vice President overseeing all aspects of Sundt’s Texas regional office based in San Antonio.
Throughout his career at Sundt, John has held a variety of positions in the field and office and in recent years has been a champion at the local, state and national levels on best practices, education and legislation for Design-Build and Construction Manager @ Risk delivery methods. Julián Castro

Mayor - City of San Antonio

Julián Castro was elected Mayor of San Antonio on May 9, 2009. A 35-year-old San Antonio native, Mayor Castro is the youngest mayor of a Top 50 American city.

In 2001, at the age of 26, Castro became the youngest elected city councilman at the time in San Antonio history. Throughout his tenure in public service, Mayor Castro has championed a vision of economic growth and a top-notch quality of life for all San Antonians.

In 2005, Castro founded The Law Offices of Julián Castro, PLLC, a civil litigation practice. He has served on the board of Family Services Association, the Clear Channel San Antonio Advisory Board and the San Antonio National Bank Advisory Board. In addition to his community service, Mayor Castro has taught courses at The University of Texas at San Antonio, Trinity University, and St. Mary's University.

Mayor Castro earned his undergraduate degree from Stanford University with honors and distinction in 1996 and a juris doctorate from Harvard Law School in 2000. Alamo Regional Mobility Authority - Representative

Art Downey graduated from the United States Military Academy in June, 1961. He retired as a Colonel after 30 years in the U.S. Army in 1991. He served in Vietnam and was stationed there and in Korea, Turkey and Germany as well as assignments as an Assistant Professor, U.S.M.A.; Commander of the East Coast Telecommunications Center, Ft. Detrick; Commander of the US Army Electronic Proving Ground, Ft. Huachuca; and two tours at the Pentagon, one in the Organization of the Joint Chiefs of Staff (J-6) and one in the Office of the Secretary of Defense (ASDC3I). While on active duty, he attended and graduated from the Armed Forces Staff College (1977), the Army Command & General Staff College (1978), and the Industrial College of the Armed Forces (1984). In addition to his BS from the United States Military Academy in 1961; he was awarded a MSEE from Stanford University in 1967; and an MBA from the University of Texas at San Antonio in 1995.

His military awards and decorations include the Defense Superior Service Medal with oak leaf cluster; the Legion of Merit with oak leaf cluster; the Defense Meritorious Service Medal with oak leaf cluster; the Meritorious Service Medal with oak leaf cluster; the Air Medal; the Joint Service Commendation Medal; and the Army Commendation Medal.

He is or has been a member of the Institute of Electrical & Electronic Engineers; the Armed Forces Communications & Electronics Association; the Association of Old Crows; the West Point Society of South Texas; the Association of Graduates, USMA; the Stanford University Alumni Association; the UTSA Alumni Association; and the Phi Kappa Phi Honor Society.

Since his return to San Antonio after retirement from the Army, Art has involved himself in community affairs and has served the City on the Board of Directors, Keep San Antonio Beautiful (two terms as President); as a member and the Chair of the City of San Antonio’s Ethics Review Board; and as a Member of the Joint City/County Bond Oversight Commission.  He has been active in his neighborhood serving on the Board of Directors, Stone Mountain Owners’ Association for the last fourteen years, both as President and as Secretary/Treasurer. He is on the Board of Directors Stone Oak Property Owners Association: serves as President of the District 9 Neighborhood Alliance; is on the Board of Directors, San Antonio Neighborhoods Together; and is the current President of Texas Neighborhoods Together. He sat on the District 9 Bond Advisory Committees in 1999 and 2003, and the San Antonio Parks Bond Committee in 2007. He is currently serving on the 2012 San Antonio Drainage Bond Committee. He served on the NEISD Bond Advisory Committee in 2006-2007. He was involved in the planning and development of the City’s Stone Oak Park and in the establishment of the Friends of Stone Oak Park organization; he was on the Board of Directors of San Antonio Friends of the Parks. He is the San Antonio River Authority's representative on the Bexar Regional Watershed Improvement Advisory Committee, and he was appointed to and currently serves on the board of the Alamo Regional Mobility Authority.

He has attended the City of San Antonio Public Works Academy, the SAPD Cellular on Patrol course, and was a member of the inaugural class of the Masters Leadership Program of San Antonio.

Art resides in San Antonio Council District 9; he has claimed San Antonio as his home for over 50 years.

Dawn Green is currently the Director of Business Development for Halff Associates, Inc.  In this role, she will help leverage the opportunities and growth for Halff in the San Antonio and Central Texas area.  She is a graduate of Texas A&M University with a Bachelor of Science Degree in Civil Engineering.  Ms. Green’s 22 years of experience includes project management and design of a wide variety of engineering assignments, primarily focusing on large municipal projects involving paving, drainage, water and wastewater pipeline design.

Andrew Sherwood

Andrew runs a multi-disciplinary practice focusing on commercial real estate and corporate debt finance. In this role, he has advised clients in a wide variety of real estate transactions, including acquisitions, development, leasing, operations and joint tenancy arrangements. He has also represented borrowers and lenders in various financings and related transactions, including cash flow lending, asset based financing, project financing, real estate financing, private placement note offerings, public note issuances, mezzanine debt structures and loan workouts and restructurings. Reed Williams began his 33 year career in petroleum refining and marketing in San Antonio in 1973 with Tesoro Petroleum Corporation. Reed was employed by Tesoro for nineteen years where he held numerous management positions of increasing responsibility. Reed's last position with Tesoro was Group Vice President of Refining, Marketing and Supply.

Reed joined Diamond Shamrock in 1993 where he held various positions in the areas of corporate development, operation planning, pipeline operations, and product supply and distribution.

In 2000, Reed moved to Denver Colorado to assume the top commercial position for Frontier Oil Corporation as Executive Vice President, Refining and Marketing.

Reed retired from Frontier Oil Corporation in 2006 and returned to San Antonio in 2007.

Reed has served and continues to serve as a member on numerous boards and committees including the Greater and South San Antonio Chambers.

Duane Wilson currently serves as the President/CEO of the North San Antonio Chamber of Commerce and has been in that position since April, 1994.
Prior to joining the North Chamber, Duane had a career with Southwestern Bell Telephone Company spanning 26 years.
Duane is a San Antonio native and graduated from Our Lady of the Lake University.
He is a former member of the Executive Committee for The San Antonio Mobility Coalition (SAMCo) and currently serves on the Board; past President of the Northside Lions Club; past board member of the San Antonio Technology Accelerator Initiative (SATAI), the Business Crime Council and Solar San Antonio.
Honors received: “The Andrew Carnegie Business Leadership Award” in May, 2003, from the Republican Men’s Club of Bexar County.  2004 inductee into the “Distinguished Alumni Hall of Fame” from Our Lady of the Lake University – School of Business.

Nelson Wolff

County Judge - Bexar County

Nelson Wolff was appointed Bexar County Judge in 2001 and was elected to that office by the voters of Bexar County in November 2002. With his colleagues on the Commissioners Court and the City, he has worked to promote greater economic development in Bexar County, including the successful efforts to lure Toyota Motor Manufacturing and the PGA Village to locate here. Nelson Wolff served in the State House of Representatives and the Texas Senate from 1970 to 1974. In 1987, Wolff was elected to the San Antonio City Council, and after two terms was twice elected Mayor, 1991-1995. Nelson Wolff holds a Bachelor’s of Business Administration from St. Mary’s University and a Doctorate of Jurisprudence from St. Mary’s University School of Law. Wolff currently serves as Chairman of the International Bank of Commerce, Chairman of the Metropolitan Partnership for Energy (MPE), Co-Chair of the San Antonio Technology Accelerator Initiative (SATAI) Board of Trustees, Board of Directors of Columbia Industries, Board of Directors of the San Antonio Hispanic Chamber of Commerce, Board of Trustees of the San Antonio Medical Foundation, and Board of Trustees of Southwest Research Institute, San Antonio.
