The
San Antonio Mobility Coalition by-laws were developed with two thoughts
in mind:
1) Harnessing the private sector’s ingenuity and entrepreneurship
in dealing with community mobility issues;
2).Providing
for program continuity and legitimacy through the active involvement
of public sector mobility agencies and their respective leadership.
The by-laws were developed with an eye toward creating a public/private
partnership committed to enhancing mobility issues and benefiting
the community.
When SAMCo was first being considered, there were a few similarly
organized transportation groups in Austin and the Dallas/Ft. Worth
Metroplex. At the time, the Austin model was 100% private sector
based and the Metroplex model was 100% public sector based. In evaluating
the two, both the advantages and disadvantages of each became evident.
Rather than embracing one over the other, a hybrid of the two seemed
the most reasonable. The by-laws established a board of directors
and an executive committee.
